Stephen Gai Biel

Stephen Gai Biel is a Christian, special needs educator, and advocate. He founded Safe Haven Autism Center International so children with autism and other special needs, and their families, would have a dignified place to be understood, supported, and helped to grow.
Born in 1996 in Ayod, Jonglei, South Sudan, he was separated from his family as a child and grew up as a refugee in Kakuma, Kenya. There he befriended a boy with autism whom other children rejected.
When Stephen was mocked for staying beside him, his grandmother sent him back. Her question became the heart of SHACI.
For more than seven years he has served children and families in Kakuma, Uganda, and South Sudan. He began the centre with seven children, committed to practical, evidence-informed support, education, therapy, and encouragement that build communication, independence, and confidence.
He holds a Bachelor's degree in Disability Studies and Special Needs Education from African Renewal University and a Diploma in Counselling and Guidance, with further training in:

Our Background
Safe Haven Autism Center International (SHACI) is a Christian-based, refugee-led nonprofit conceived in 2020. It is incorporated as a company limited by guarantee under No. 80049010173156 and registered as a community-based organization under No. RIG/GR/26/090. The head office is in Ocea, B Rhino Camp Refugee Settlement, West Nile, Arua, Uganda, with active branches in South Sudan.
SHACI supports children with autism and other developmental disabilities, together with their parents, caregivers, and families. Its services focus on communication, learning, social participation, activities of daily living, emotional regulation, and safety, and on strengthening parents' and caregivers' knowledge, confidence, coping skills, and ability to support their children.
